Understanding the 2026–27 NDIS Changes: What Participants and Families Need to Know
The 2026–27 Federal Budget has introduced major reforms to the National Disability Insurance Scheme (NDIS), bringing significant changes for participants, families, support providers, and the wider disability sector.
With billions in projected savings and stricter funding and eligibility measures being introduced over the next few years, many participants are understandably feeling uncertain about what these changes may mean for their current supports and future plans.
At Bright Journey Disability Services, we believe participants and families deserve clear, easy-to-understand information so they can feel informed and supported during this transition.
Why Is the Government Changing the NDIS?
The Government has stated that the NDIS has grown rapidly over recent years and that changes are needed to make the scheme financially sustainable long term.
The reforms are focused on:
- Slowing overall NDIS spending growth
- Tightening access requirements
- Reducing fraud and misuse
- Introducing more standardised assessments
- Restructuring how some supports are delivered
While the Government says the NDIS will continue to support Australians living with disability, many participants may notice changes to funding levels, reassessments, and eligibility requirements over time.
Key Changes Participants Should Be Aware Of
Stricter Access Requirements
One of the biggest changes is the tightening of the “permanence” test for NDIS access.
Future participants may now need to show that all reasonable treatment options have been explored before their disability is considered permanent enough to qualify for NDIS funding.
This means some people who may previously have qualified automatically could now face additional assessments and evidence requirements.
A New Functional Capacity Assessment
The current system will gradually move toward a new standardised functional capacity assessment model.
Instead of relying heavily on diagnosis alone, the new assessment will focus on how a person manages daily life activities across areas such as:
- Mobility
- Communication
- Learning
- Self-care
- Social interaction
- Self-management
The new assessment process is expected to roll out gradually from 2028.
Changes to Participant Budgets
The Government has also introduced powers that may allow certain support categories to be reduced or capped over time.
Community participation funding has already been flagged as one area expected to change, with budgets potentially adjusted during future reassessments.
For many participants and families, this may mean needing to review supports more carefully and ensure funding is being used strategically.
Unspent Funds Will No Longer Roll Over
Another important change is that unused NDIS funding will no longer automatically carry over into the next plan period.
Participants may now need to monitor their plan budgets more closely and ensure they are accessing supports within the allocated timeframe.
More Focus on Provider Compliance and Registration
The reforms will also introduce stronger compliance and registration requirements for providers, particularly within Supported Independent Living (SIL) and daily support services.
The Government says these changes are aimed at improving safety, accountability, and service quality across the disability sector.
What Does This Mean for Participants and Families?
For many people, these changes may feel overwhelming at first.
The most important thing right now is understanding your current supports, your goals, and how your funding is being used.
Now more than ever, clear communication, documentation, and strong support networks will play an important role in helping participants navigate future plan reviews and changes.
